If you served in Vietnam, read this book

This is one of a handful of books about the Vietnam War that should be read by everyone. It ranks with Bernard Fall's "Street Without Joy" as a must read. In fact "Street Without Joy" set the moral template for many thoughtful college educated Americans. That is, it presented the struggle as a struggle against colonialism. Even racism. The Communists represented the Asian populations being shoved around by the bullying white race. That analysis basically remained in place for a quarter of a century, until the Communists finally rolled into Saigon on Russian and Chinese trucks and put a period in over a century of European and American racism. When Bill Ayers says that he wishes that "he could have done more" he is probably speaking for millions of Americans who saw the struggle in ethnic terms.

This book is a powerful and important counterweight to that template. Many Americans are justifiably ready to accept the fact that some of the Communists were noble men fighting a battle that they believed that they had to win. This book presents men who were just as noble fighting for a cause that they believed they should win. Certainly by 1970 the racial issue was settled. White people were willing to concede that the people running Vietnam should be Vietnamese. The men presented in this book should have prevailed,. Bill Ayers people should have lost. A rare source

An exceptionally rare book drawing on the technocrats of the Republic of Vietnam in their diverse fields, from security to finances, to rice yield. There are intriguing anecdotes on Bokassa's lost daughter, the prospect of offshore oil production, and the glimpses into varied aspects of the running of a nation. The brief existence of the Second Republic was beset with destructive war yet the gains of are clear as a generation of administrators drew on their expertise help the nation thrive amidst the ravages of violent attacks and international politics.
